The development and adoption of tools to monitor progress, such as on environment and health targets, and the development of reporting mechanisms are essential components of any effective integration of transport, health and environment. The establishment of indicators on transport, environment and health could be based on the EU reporting mechanism on transport and environment (TERM) as well as on other existing transport, environment and health statistics and indicators. The World Health Organization (WHO) and the European Environment Agency (EEA) are already collaborating to further advance the TERM indicators to cover health aspects.

Strategic Environmental Assessment (SEA) and Health Impact Assessment (HIA) constitute important tools for the promotion of sustainable development in the transport sector. On the regional level, the UNECE Espoo Convention and its Protocol set obligations for States Parties on the undertaking of Environmental Impact Assessments (EIA) and SEA. Geographic Information Systems (GIS), i.e. computerized data management systems designed to capture, store, retrieve, analyse, and display spatially referenced data are powerful tools to help in the analysis and in decision making towards the integration of transport, environment and health policies.
