In most European countries, the majority of reported accidents occurs on roads in urban areas. The social costs related to urban transport accidents are very high and they are typically part of the external cost which are not covered directly by the transport sector. The cost of measures to improve the safety on urban roads are much lower than the social cost as a result of death, injuries and grief. The most vulnerable road users affected by urban road accidents are children and seniors. The feeling of being unsafe on urban roads has a considerable impact and discourages the use of non-motorized transport, such as cycling and walking.
