Well-established procedures and tools for regular assessment at the local, national and regional levels are a prerequisite for efficient monitoring of, dealing with and sustainable perspective in planning of car use within urban areas. The conduction of regular integrated Environmental Impact Assessments (EIA) and Health Impart Assessments (HIA) for urban areas focusing on the impact of private car use, as well as using the Strategic Environmental Assessment (SEA) at early stages of urban and car infrastructure planning are such efficient assessment tools. Concerned communities should be made aware, involved and allowed participation in such assessments and the follow-up decision–making processes.

Qualitative and quantitative indicators are useful tools for assessments. The European Environment Agency (EEA) has developed and included in its core set of indicators a considerable number of indicators relevant to urban road transport.
