A national strategy can be defined as a framework for actions designed to achieve a particular goal/objective at the national level.  The development, implementation and monitoring of national strategies for transport sustainable for health and the environment should involve all the sectors and stakeholders concerned. They can be developed separately or as part of an overall national sustainable development strategy. A number of policy documents have been prepared to assist Governments at all levels in the development and implementation of sustainable transport strategies.

They include, for example, the OECD Guidelines for Environmentally Sustainable Transport (EST) and the EU strategy for integrating environmental concerns into transport policy (2003).

Effective involvement of representatives and experts of the three sectors involved requires the establishment of efficient communication mechanisms and channels to exchange views and information on best practices.
