Secondment and training should meet the needs of decision makers and experts at the local, national and international levels. Secondment involves the provision, for an extended period of time, of an expert from a country where THE integration policies are in place and are well-functioning to another country that is in the process of developing such policies. Alternatively, experts from countries wishing to establish integration policies could be sent to countries with good THE integration policies in order to obtain practical and first-hand experiences. Such an exchange of experts between countries can facilitate training of competent persons and foster the sharing of relevant knowledge and experience.

Training programmes aimed at THE integration, including organization of workshops and seminars for decision-makers at local, national and international levels are a useful tool to facilitate capacity building. They contribute to more efficient work towards THE integration and create a good mechanisms for the exchange of experience and best practices.
