Structure and working procedure

Composition

THE PEP Steering Committee is composed of representatives of the transport, health and environment sectors within member States, on an equal footing.

Representatives of international and other organizations, including NGOs, may participate as observers in the work of the Steering Committee and of its Task Forces as decided upon by the Committee.

THE PEP Steering Committee liaises and cooperates closely with relevant UNECE principal subsidiary bodies (PSBs), WHO bodies, as well as intergovernmental organizations, such as UNEP, OECD, ECMT, EU and CEI and non-governmental organizations that are active in the fields of transport, environment and health.

Meetings

THE PEP Steering Committee meets on an annual basis. Its working languages are English, French and Russian. It is assisted by a Bureau of twelve members representing the three sectors and the different parts of the region. The Bureau holds bi-annual meetings and is responsible for inter alia the preparation of the meetings of the Steering Committee, fundraising initiatives, the preparation of proposals for establishing partnerships, and catalyzing actions.

The Chair of the Committee rotates between representatives of the three sectors. Each session is chaired by a chair from one sector, with two vice-chairs representing the two other sectors. The chair is maintained between sessions and represents the Steering Committee and its Bureau.

THE PEP Steering Committee may establish Task Forces as needed to implement activities, which are dissolved once their task is completed.
THE PEP Steering Committee, the Bureau and its Task Forces are serviced by a joint ECE-WHO secretariat.

A network of national focal points on transport, environment and health has been established to facilitate contacts and coordination between the countries of the region and the sectors therein.
